Allow the Client File to have more than 2 Contacts who can then have access to the Portal.

With ID Verification there is now an even stronger case for adding more contacts to each client. if 4 directors need verifying then they will all need to be listed even if we don't act for them all. If we don't act for them we would rather not be setting up a self assessment client where we don't need one..
