Task monitor and partner as selectable people for workflow steps

In the people dropdown on workflows it currently gives the options; task assignee, client manager and a list of staff members. This change would make it so that task monitor and partner are selectable people for workflow steps. This fixes an issue where if there is more than one review stage an individual workflow would need to be made for each reviewer for every type of flow.
