Skip Letter of Engagement in Portal

In Account Settings we have a toggle to ‘Allow Client to Skip Letter of Engagement’. This does not do as stated and just does not show the LoE to the client - in effect disabling it. Why can this not do as stataed and show up in the portal but allow the client to skip
