For monthly bookkeeping tasks, the manager might have finished them and now needs partner or user approval. This should be handled through the workflow interface rather than notifications. Imagine 300 clients with staff completing work and managers approving it; notifications would be challenging but certainly some tasks should be sent for approval before completion within the tasks section.
