When creating a one-off task, have the ability to create a single workflow that is specific to that one task and doesn't get added to the workflow templates.

You can already do this. You first need to create your task without workflow or find one without one. When you then find that task in your tasks list, click anywhere around the task in a way which will bring the side panel. Then click on the Workflow sub-tab and underneath you will then need to click to 'Create Workflow' - see attached file. You can also replace a workflow which was generated by the workflow program and replace it with a new one that you can create on the spot.
