Cross Billing

For a married couple, we may invoice both partners in one invoice on separate invoice lines, instead of issuing a separate invoice for each individual. Therefore, it would be useful for the 'Allocate to Invoice' function to allow WIP to be assigned to any invoice. At the moment, it looks like WIP can only be allocated to invoices for that client.
