More than one email address notified of approval of portal documents

At the moment only the client manager receives an email on the signing of a document, it would be really helpful if more than one person did so that if someone is away there is always a backup.

On our previous document repository system, we could see when a client had downloaded a document as a field on the same page and would know that they had at least acknowledged it's existence. Helps with chasing signoffs and client engagement.
